The Ministry of Finance has announced that the Romanian Customs Authority and ANAF have issued a joint order that defines the occasional nature of the transport of excise goods purchased from other EU member states by individuals for personal use.
The order introduces uniform criteria to distinguish personal transports from those of an economic nature. Thus, occasional transport must be carried out exclusively for personal purposes, without being part of a series of transports that suggest economic activities.
The quantitative limits are set at 800 cigarettes (40 packs), 10 liters of spirits, and 90 liters of wine, among others. Exceeding these limits will result in fines between 20,000 and 100,000 lei and the confiscation of products. The order aims for a coherent application of the legislation and strengthening monitoring capacity by establishing an electronic register for recording occasional transports. The goal is to improve revenue collection for the state budget and to protect the economic interests of Romania.
