On November 4, the governing coalition reached a consensus on the reform of central and local administration, proposing the elimination of 10% of positions, which will affect over 13,000 employees. The project will be finalized soon and will be submitted for approval to the ministries next week. Although the reform of local administration was initially supposed to be included in package 2, discussions were difficult among the four governing parties.

Additionally, coalition leaders are facing disagreements regarding judges' pensions, and the issue of special pensions, a milestone in the PNRR, must be resolved by the end of November to avoid significant financial losses. Prime Minister Ilie Bolojan announced that there will be no income increases in 2026, including for pensions and allowances, due to a lack of funds.

The government aims for a deficit of 8.4% and intends to adopt financial stabilization measures in November. Finance Minister Alexandru Nazare confirmed that the decisions to freeze incomes have been communicated to Brussels and must be respected. Although the economic situation is difficult, officials express optimism about a potential economic recovery in the future.
