The draft emergency ordinance proposed by the Ministry of Labor aims to limit budget spending by suspending competitions for vacancies and blocking transfers between public institutions. It also bans public sector employees from cumulating pension and salary, allowing them to continue working until the age of 70 without receiving a pension at the same time. The measures are planned to be implemented by the end of 2026.
