Most funds are directed towards the salaries of medical personnel, leaving few resources for other essential needs, such as equipment and medications. In contrast, countries like Germany invest 5,900 euros per year for each citizen, ensuring free and accessible medical services.

Sociologist Ciprian Iftimoaei emphasizes that low tax revenues in Romania drastically limit the resources available for health, contributing to the poor quality of medical services.
