Only 31.84% of the population of Romania has basic or advanced digital skills, the lowest level in the EU

According to a Monitorul Social analysis based on Eurostat data from 2025, Romania ranks last in the European Union regarding digital skills, with only 31.84% of the population having basic or advanced digital skills. Although Romania has made significant progress in internet access, with a connectivity level of 95.47% in households, above the EU average of 94.76%, digital skills have not evolved to the same extent.

Internet usage has increased to 93.15% in 2025, compared to 78.46% in 2020, but 4.91% of Romanians have never used the internet. The highest digital skills are found in the Netherlands, Ireland, and Denmark, while Bulgaria, Slovenia, and Latvia are also at the bottom of the ranking. Digital skills are assessed based on online activities such as searching for information, communication, creating digital content, security, and problem-solving.
