Romania is in a fragile situation regarding preparedness for emergencies, whether it concerns armed conflicts or natural disasters. The population protection infrastructure is insufficiently developed, and civil bunkers, which should provide shelter, are often in precarious condition, turned into storage facilities or abandoned. In Bucharest and Ilfov County, there are over 580 bunkers, while counties like Giurgiu and Neamț have only a few. Most shelters are not functional, and in the event of an air attack, only 3.21% of the population could be accommodated. Authorities have begun to request the rehabilitation of these spaces, but the lack of funds and clear instructions creates confusion. Although there are examples of well-equipped shelters, they are rare. Romania has 5,072 shelters, but most do not provide the necessary protection in times of crisis.
