Romania condemned, within the Organization for Security and Co-operation in Europe (OSCE), Russia’s systematic attacks on commercial vessels in the Black Sea, as well as violations of national airspace. The démarche took place on Wednesday, at the Forum for Security Co-operation, and on Thursday, at the OSCE Permanent Council.
The Ministry of Foreign Affairs provided participating States and Partners for Co-operation with information about the fire that occurred on September 14, 2026, on the premises of the Carfil industrial platform in Brașov. Romania described the incident as an act of sabotage coordinated by the Russian Federation and indicated that it was part of an increasingly extensive and complex series of actions associated with hybrid warfare.
In its statements, the Romanian side argued that attacks on commercial vessels, which have resulted in casualties, violate international law and endanger the freedom and safety of navigation in the Black Sea.
More than 40 OSCE participating States expressed solidarity with Romania. The organization brings together 57 States and has the Permanent Council and the Forum for Security Co-operation as its main decision-making structures. Romania reaffirmed its support for Ukraine and advocated a ceasefire and a negotiated, just and lasting peace.
