Romania recorded a slight decrease in housing construction in 2025 compared to 2024, completing 59,062 units, nearly 2,000 fewer than in the previous year.

However, in the fourth quarter, construction accelerated, with 18,740 homes completed, an increase compared to the same period in 2024. Most of the homes were built in urban areas, and 95% of them were funded privately, highlighting a decrease in public investments in the sector. The evolution of construction varies significantly between regions, with increases in the North-East and Center, but decreases in Bucharest-Ilfov and other areas. Romania has approximately 9.5–9.7 million homes, but 2.5 million are unoccupied, and overcrowding is the highest in the EU, affecting 40% of the population. Additionally, the deficit of social housing is alarming, with only 16,000 available, against over 40,000 requests.
