Context: the funding crisis and audits announced at CNAS preceded measures to prevent medicine shortages
Before the measures were announced, Health Minister Alexandru Rogobete warned that hospitals, emergency departments and ambulance services were at risk of collapsing due to a lack of funding: some units would have been left with medical supplies only until the end of the month, and 17 county ambulance services without funds for fuel. He also pointed to the risk of elective procedures being interrupted at the „C.C. Iliescu” Institute in Bucharest due to funding and supply problems.
Meanwhile, Rogobete said that the health sector needs approximately 11.5 billion lei to pay outstanding bills and close out the year and announced that he would order an audit at the National Health Insurance House, following the resignation of CNAS President Horațiu Moldovan. He also stated that the ministry had reallocated 150 million lei to fund emergency departments and ambulance services as a temporary solution until the budget rectification.
