The builder Mari-Vila announced that the works had stopped and that half of the work had been carried out, even though the city had only paid 6 million lei out of the 160 million lei. It said it could not continue for lack of funds, as it had debts to suppliers. At the beginning of the project, the municipality assured the owner of the construction company that there were no budget problems.
