The Competition Authority recommends establishing transparent rules for the fees of the necessary permits in construction and creating Commissions for Unique Agreement (CAU) in all county networks to reduce bureaucracy. The analysis showed significant discrepancies between local fees and the lack of approvals in many cities. It is also proposed to amend the legislation to introduce penalties for non-compliance with these requirements and to create databases to simplify the permit issuance process.
