Alexandru Rafila, former Minister of Health, stated that he did not make public the fact that the Prime Minister at that time missed the 3-4 day deadline imposed by the European Commission for negotiations with Pfizer, as he believed that a reaction within that timeframe would not have been constructive. Rafila emphasized that the Romanian Government did not provide the necessary funding and did not amend the legislation regarding public procurement, which led to significant financial losses. He tried to present solutions to former Prime Minister Nicolae Ciucă, but these were ignored.

Rafila mentioned that he considered renegotiating the contract, which would have led to a cost reduction of approximately 170 million euros, instead of the initial amount of 600 million euros for unused doses. In this context, USR filed a criminal complaint against Rafila, accusing him of negligence in service.
