At the end of a government meeting, Raed Arafat emphasized that although extreme weather events cannot be prevented, their effects can be limited by banning construction in riverbeds and areas known to be prone to flooding. He stressed the need for building permits and authorizations, proposing solutions to relocate buildings to safer areas instead of rebuilding in the same places previously affected.
