Raed Arafat, head of the Department for Emergency Situations (DSU), stated that Romania needs to prepare its citizens for possible drone attacks, armed conflicts, or terrorist attacks, similar to how information campaigns for earthquakes have been developed.


Arafat emphasized that informing should not be confused with inducing panic and mentioned that the states on NATO's Eastern Flank have already begun to implement such programs. He stated that it is essential to discuss openly about security risks and the appropriate reactions of the population in emergency situations. Comparing this necessity to earthquake preparedness campaigns, Arafat insisted that preparation does not mean that an imminent incident will occur.
