This would lead to a reduction in the bill of approximately 11%. In the explanatory memorandum, the initiators emphasize that citizens bear excessive costs due to old networks and losses from them, and the water service should not become a source of profit. It is argued that investments in infrastructure must be made without affecting consumers.
