Alexandru Petrescu, president of the ASF, detailed the changes to Pillar II pensions, which include a flat-rate withdrawal capped at 25% and monthly installment payment options. These measures, inspired by the European model, aim to prevent destabilization of the system through massive withdrawals. The draft law, discussed in government, will provide clear rules for payout funds and is in line with OECD requirements. Criticism has come from the Association of Romanian Users of Financial Services, which says the changes favor fund managers.
