Nicușor Dan emphasized the need for a uniform distribution of money between the capital's sectors, as well as the role of the General City Hall in issuing building permits throughout the city. He also highlighted the importance of local coordination of an anti-drug program, underlining the need for the City Hall to have a coordinating role and adequate funding for such programs.

The referendum is a strictly consultative one - its outcome will not bring any immediate legal effect. Broadly speaking, it calls into question the takeover by the City Hall of the decision-making powers of the sector mayors' offices (local finance and building permits).
