Romania’s Prime Minister, Luca Niculescu, discussed on Friday, 23 October 2026, with Ukraine’s Prime Minister, Sergii Koretskyi, the security situation in Ukraine and the Black Sea region, amid recent attacks on commercial vessels. The conversation took place after a vessel was hit by drones near Romania’s territorial waters.

Niculescu reaffirmed Romania’s unwavering solidarity with Ukraine and its support for Ukraine’s sovereignty and territorial integrity. The two officials agreed to strengthen joint projects in the fields of drones, infrastructure, logistics, and energy, to increase regional connectivity and security.

The Romanian prime minister emphasized that the strategic partnership between the two countries provides a framework for close and ongoing coordination. Priorities include protecting the rights of persons belonging to Romania’s minority in Ukraine and supporting that country’s European path.

On the same day, Niculescu condemned the attack on the commercial vessel, calling it a violation of international law and freedom of navigation. Romanian authorities took part in managing the situation, with priority given to rescuing the sailors. Of the 13 people on board, 10 were recovered, nine of them alive and one deceased. Three other people are missing.
