Romania’s Prime Minister, Luca Niculescu, spoke by phone on Wednesday, October 21, 2026, with his Bulgarian counterpart, Rumen Radev, about strengthening bilateral cooperation in response to security and connectivity challenges in the Black Sea region.
Niculescu welcomed President Nicușor Dan’s initiative to bring NATO allies together to assess the deteriorating situation in the Black Sea. The two officials agreed that Romania and Bulgaria must coordinate their actions more closely and cooperate with Turkey to protect navigation in the region.
The Romanian prime minister announced that a meeting had also been scheduled for the near future to continue dialogue and coordination between the two states.
The discussion comes after several incidents in the Black Sea, in which commercial vessels were attacked or damaged in recent weeks. In this context, President Nicușor Dan convened a meeting of the Supreme Council of National Defence for Thursday at Cotroceni Palace.
The CSAT agenda includes the implications for national security, the protection of territorial waters and critical maritime infrastructure. Romania has requested additional NATO support for security in the Black Sea, including counter-drone, surveillance and reconnaissance capabilities.
