Sorin Grindeanu, the president of PSD, stated that the increase in VAT could be considered a mistake, given that the collections have not matched the increase in the rate. He asked his colleagues for a detailed analysis of the impact of the tax changes on revenues. The Ministry of Finance reported that VAT collections for the period of July to September were approximately 35.48 billion lei, out of a total of 94.75 billion lei for the first nine months of 2025.

Officials explained that the behavioral effect of "anticipatory purchases" before the VAT increase influenced the collections, and August, being a period of reduced economic activity, affected the collection. The Ministry emphasized that the impact analysis needs to be extended over a longer period to reflect the natural developments of the collection.
