General Dorin Toma, former commander of the NATO multinational division, stated on Digi24 that the authorities should have anticipated the self-detonation of the maritime drone that exploded in the Port of Constanța, activating the Red Intervention Plan. The incident occurred near docks 77-78, and Toma explained that the drone, possibly of the Sea Baby type, may have been jammed by the Russian military, which uses jamming techniques to confuse drones.

He emphasized that the standard procedure provides for the self-destruction of drones in distress to prevent the enemy from capturing the technology. The general mentioned that, usually, drones are launched in swarms, and self-detonation is a safety measure. Toma highlighted the difficulty of detecting these maritime drones, which operate at low altitudes and high speeds, but suggested that there are alternative detection solutions, such as using acoustic or thermal sensors.
