The financial conflict between Ilfov and Bucharest is intensifying after Hubert Thuma, the president of the Ilfov County Council, requested the redirection of 5% of the income tax collected in Bucharest to the county's budget. Thuma argues that Ilfov bears the pressure of the capital's expansion, including costs for infrastructure and public services, having a real population of over one million residents, while official records show approximately 540,000. He emphasizes that the income tax generated by the 127,284 Ilfov residents working in Bucharest is fully transferred to the Capital, creating a financial imbalance.
Tensions have risen after the general mayor Ciprian Ciucu criticized the funding of metropolitan transport, stating that the Bucharest City Hall bears most of the costs. Thuma proposed a unified metropolitan budget that accurately reflects the contributions and needs of both regions. In this context, USR councilor Nicorel Nicorescu accused Thuma of inaction in obtaining fair funding for Bucharest from the national budget.
Alongside the financial disputes, an analysis of building permits in Ilfov shows that most of them target infrastructure, not residential development, highlighting the need for investments in utilities and transport. Thuma believes that without a functional Ilfov, Bucharest will suffer from congestion and inefficiency.
