The analysis highlights the challenges of long-term unemployment, skills shortages and undeclared work. It also highlights the need for further efforts in health, education and social services to ensure a fair chance for all. The European Commission will discuss the analysis with Member States before the adoption of the Spring Package of the European Semester.
