DIICOT has issued a European Investigation Order to question businessman Massimiliano Arena in Italy in the case in which Călin Georgescu and Ionel Rusen are being investigated for allegedly defrauding businessman Răzvan Leu.

Investigators claim that Arena acted as a representative of an entity presented as a foreign financial institution and that he was the person to whom the money transferred by Leu to obtain financing was sent. His statement is to be taken by the Italian judicial authorities and forwarded to DIICOT.

According to the case file, prosecutors claim that Georgescu, Rusen and Arena allegedly formed an organized criminal group starting in September 2021, coordinated by Călin Georgescu. The scheme allegedly involved promises of substantial loans, conditional on the payment of guarantees.

Răzvan Leu allegedly transferred €1,000,000 on December 28, 2021, €100,000 on January 20, 2022, and €2,500 to open an account at Wealth Bank. The documents also mention a €1,000,000 loan granted by Leu’s company to EIBT TRUST Ltd., an entity allegedly coordinated by Arena, according to investigators. The questioning has been requested to supplement the evidence in the case.

Context: DIICOT launched an investigation into an alleged €1.1 million fraud and carried out searches ahead of hearings in Italy

In the case handled by DIICOT, Călin Georgescu and businessman Ionel Rusen were detained at the beginning of September 2026, following searches in Bucharest, Mogoșoaia, Ciolpani, and Buftea. Investigators accused them of having formed an organized criminal group and of having misled a businessman, Răzvan Leu, with the damage estimated at approximately €1.1 million.

After their detention, the Bucharest Tribunal ordered that they be placed under judicial supervision. At the same time, DIICOT announced that documents and several jamming systems/devices had been seized during the searches, and that Georgescu had also been found with an identification card that prosecutors say was unauthorized. During the earlier stages as well, the investigations involved legal proceedings and requests for information and evidence from other states.
