Context: Romania is preparing its institutional framework for AI and the digitalization of public administration, alongside discussions about rules and security
Before the summit at Cotroceni Palace, the idea emerged in the public sphere of creating a ministry dedicated to communications and artificial intelligence, which would coordinate national policy in the field of public administration digitalization and the use of AI in the public sector. The proposal was formulated in the context of implementing the European AI Act, which requires the designation of competent authorities and the organization of oversight mechanisms.
At the same time, discussions about AI have been accompanied by concerns related to cybersecurity and the risks associated with emerging technologies. In Romania, events dedicated to analyzing the opportunities and risks of AI agents have emphasized the need for clear rules regarding data security, accountability, and maintaining human judgment. At the international level, there have also been initiatives and debates about common principles and testing the security of AI models, including through mechanisms coordinated by government institutions.
