The project for the indoor pools at the Lia Manoliu National Sports Complex, where David Popovici and the other athletes are supposed to train during the winter, has been blocked again, this time in court. The tender for works worth up to 65.5 million lei excluding VAT has been challenged at the Bucharest Court of Appeal, and the contractor has not been definitively selected.

The association led by Hidro Salt-B-92 challenged the decision of the National Council for Solving Complaints, which annulled the designation of the Palex Construcții Instalații association as the winner and asked the National Investment Company to reevaluate the bids. However, the council rejected Hidro Salt’s request to be reinstated in the procedure. The first hearing is scheduled for October 1, 2026.

The investment includes the consolidation and modernization of the swimming pool and diving pool, as well as the renovation of the installations and waterproofing systems. The works are expected to take 30 months from the issuance of the start order.

The project has been on the National Investment Company’s list since 2016. Procedures in 2018 and 2019 failed, while another stage was blocked in 2024. The indoor pool has been closed since 2018, so athletes train during the winter in an outdoor pool covered by a pressurized dome. In the most optimistic scenario, the complex could be completed in 2028–2029.
