Before the disciplinary ruling, Laurențiu Beșu (former judge) was mentioned in a case under disciplinary investigation, scheduled for September 23, 2026, according to a political initiative calling for the protection of whistleblowers in the justice system. The REPER Party sent President Nicușor Dan a memorandum requesting the reform of the laws to prevent retaliation against those who report irregularities, citing, among other things, Beșu’s situation.
On Wednesday, the Disciplinary Section for Judges of the Superior Council of Magistracy rejected as unfounded the Judicial Inspection’s action against Laurențiu Beșu, a former judge of the Bucharest Court of Appeal and current prosecutor at a prosecution unit in Giurgiu. The ruling may be appealed within 15 days of notification before the panel of five judges of the High Court of Cassation and Justice.
The disciplinary action concerned an offense provided for under the law on the status of judges and prosecutors. After the decision, Beșu argued that there was a contradiction between the reasoning of the ruling and its operative part and announced that he would challenge the decision before the High Court. The magistrate maintains that the alleged act was not described and that his statements did not breach the secrecy of deliberations.
Laurențiu Beșu became known after appearing in Recorder’s documentary “Captured Justice,” in which he alleged methods of influencing judicial panels at the Bucharest Court of Appeal. He also said that his delegation had allegedly been influenced by the corruption cases he was handling. The claims were publicly supported by Judge Raluca Moroșanu, who described the atmosphere in the court as “toxic and tense.”
