The CSAT report shows that Russia has been the main political and military actor involved in all security dossiers in the neighborhood. Russian espionage is aimed at penetrating Romanian defense and security institutions, as well as gathering information on measures taken by our country in the context of the war in Ukraine. There are also fears that Russian secret services could infiltrate Ukrainian refugees.
