The Constitutional Court of Romania has decided, with unanimous votes, that the Law for the ratification of the Loan Agreement between Romania and the International Bank for Reconstruction and Development, signed in Washington on April 16, 2026, is constitutional.

The objection of unconstitutionality was formulated by deputies from the parliamentary group of the Alliance for the Union of Romanians and the parliamentary group SOS Romania.

The CCR established that the legislative procedure was respected, including the request for the opinion of the Legislative Council and the viewpoint of the Government. The Court emphasized that the non-receipt of the financial sheet does not prevent the continuation of the legislation. The CCR also mentioned that the Government approved the negotiation and signing of the Agreement, which demonstrates knowledge of the financial content of the law.

The criticisms made by the authors of the objection were not considered sufficient to justify unconstitutionality.

The decision is final and generally binding.
