The Chamber of Deputies’ Committee on Budget, Finance and Banking unanimously approved an amendment providing for the freezing of the beer excise duty in 2027 and 2028 at the level set for 2026. The measure would eliminate, for two years, the automatic adjustment of the tax according to inflation and could reduce pressure on prices.
The amendment must be adopted by the plenary of the Chamber of Deputies and promulgated in order to enter into force. Freezing the excise duty does not, however, guarantee that beer will not become more expensive, as the final price also depends on production, transport and distribution costs.
Constantin Bratu, director general of the Brewers of Romania Association, said that the measure would provide fiscal predictability to an industry affected by declining consumption. According to the association, the beer market contracted by 4% in 2025, from 15 million to 14.4 million hectoliters, its lowest level in the past 20 years.
Nearly 90 breweries operate in Romania, 76 of which are microbreweries, while 95.5% of the beer consumed on the domestic market is produced in the country. The decline in demand has generated excess production capacity 30–40% above current needs.
