Before the appointment of the creditors’ provisional committee, the Petrotel Lukoil refinery had entered insolvency as a result of difficulties caused by the international sanctions imposed following the war in Ukraine. The company announced that it was entering insolvency, saying it needed the legal framework to protect its operations and stabilize its commercial relationships, given that the refinery was shut down and the sanctions had blocked the resumption of operations.
The insolvency decision came after Petrotel accumulated current debts of more than 936 million lei and claims of 225.5 million euros owed to Litasco, while the proceedings were linked to the suspension of operations in the context of the sanctions. Meanwhile, discussions about a possible change in control over Lukoil’s international assets continued: a consortium led by Todd Boehly prepared an offer for the group’s foreign assets, but the transaction depended on approvals from U.S. authorities regarding the sanctions (OFAC).
