Recordings obtained by Europa Liberă show that Ciprian Șerban, then a young businessman, offered bribes to representatives of a forestry organization in Iasi in 2012, before reporting the facts to DNA. He paid bribes at least six times to obtain forestry work, but escaped criminal charges after he reported the corruption. Several officials were convicted in the wake of the flagrant raids and Serban became a minister, sparking controversy over his integrity.
