Ciprian Ciucu, the general mayor of the Capital, harshly criticized the populism of Daniel Băluță, the mayor of Sector 4, stating that he is responsible for the precarious budget situation of Bucharest. Ciucu claims that Băluță has negatively influenced the PMB budget through manipulated schemes to redirect funds towards sectors, ignoring the real needs of Bucharest residents. He also emphasized the need for predictable funding formulas, instead of politically negotiated budgets. Despite the criticisms, Ciucu stated that he is open to collaborating with sector mayors, including Băluță, to develop a reform program for Bucharest.
In response, Băluță condemned Ciucu's administrative incapacity and called for concrete solutions to the problems of citizens, especially for people with disabilities who have not received their due allowances. This dispute occurred against the backdrop of a difficult financial situation for the City Hall, with only five million lei in accounts. Ciucu announced drastic measures, including the dissolution of some institutions and the increase in STB ticket prices.
