The Agency for Monitoring and Evaluating the Performance of Public Enterprises (AMEPIP) maintains that it is not blocking the appointment of the members of the Board of Directors of the National Meteorological Administration (ANM), but is verifying compliance with legal requirements. The clarifications were made on Wednesday, after the interim Minister of the Environment, Diana Buzoianu, stated that the lack of a quorum is preventing decisions regarding ANM’s management.
The Board of Directors currently has two members, out of a total of five. The procedure for filling the other three positions concluded with the report of March 24, 2026, and AMEPIP issued its binding approval on April 7. The agency found that no candidate qualified for a position and that two of the three candidates on the shortlist were not independent, although the law requires the majority of board members to have this status.
AMEPIP specifies that the Ministry of the Environment had the option to appoint one of the eligible candidates, while final responsibility for the legality of the appointments lies with the supervisory authority.
Regarding two proposals for interim mandates, the agency states that at least three years of experience in management positions was not demonstrated. The assessment concerned exclusively the legal criterion, not professional or scientific qualifications.
The dispute is taking place against the backdrop of controversy surrounding ANM procurements. Diana Buzoianu called for the management’s resignation following an inspection concerning the purchase of luxury products and announced that she would notify prosecutors and the Court of Accounts. The appointment of the new board members is to continue through a procedure based on Order No. 1297 of June 22, 2026.
