The European Commission has adopted new rules on hand luggage, allowing passengers to bring two types of baggage free of charge.

The new rules allow passengers to bring one small personal item and one hand bag of up to 100 cm and 7 kg free of charge. While the measure responds to travelers' dissatisfaction, low-cost airlines warn it could raise ticket prices. Other changes include price transparency, a single refund form and special protections for children and people with disabilities. The proposal was voted in favor and will enter negotiations with the EU Council.
