The President of Ukraine, Volodymyr Zelensky, stated that Vladimir Putin's refusal to accept a meeting to discuss ending the conflict shows that Moscow does not want peace. In a video speech, Zelensky emphasized that Russia has once again chosen the path of war, which will disappoint many globally. In a recent letter, Zelensky proposed meetings in neutral locations, mentioning Switzerland, Turkey, and Arab countries as possible hosts. He highlighted the need for Europe and the U.S. to be involved in the negotiation process, considering Ukraine's security requirements.

In contrast, Putin rejected Zelensky's appeal, stating that he sees no point in a meeting and criticized the tone of the letter. While the leaders of the United Kingdom, France, and Germany plan to meet with Zelensky to discuss peace negotiations, Putin continues to demand the surrender of the Donbas region, a request that Ukraine firmly rejects.
