Although prisoner exchanges have been made, no truce has been reached. Russia has imposed strict conditions, including annexation of regions and control of Ukrainian politics, which Ukraine finds unacceptable. Zelenski has emphasized the need to repatriate prisoners and called for a meeting with Putin, who has previously refused such a proposal.
