U.S. Commerce Secretary Howard Lutnick explained on CBS's "Face the Nation" Sunday why penguin-only islands were included on Donald Trump's tariff list

"If we leave anything off the list, the countries that are basically trying to take advantage of America come to us through those countries. ... The president imposed tariffs on China, yes, in 2018. And then China started going through other countries to America," he said, according to CNN.
