The agreement aims to expand access for British firms to the California market and collaboration between research institutions. Newsom, a potential candidate for the presidency in 2028, traveled to Europe to assure U.S. allies that the changes in climate policy under the Trump administration are temporary. Trump emphasized that if the United Kingdom follows California's example under Newsom's leadership, this partnership will not be successful, also mentioning the infrastructure failures in California, such as the high-speed rail project.
