Prosecutors in France announced the detention of three suspects and the placement of a fourth under judicial control as part of an investigation targeting the organization Sud-Ouest Solidarité Donbass, which presents itself as a humanitarian organization helping civilians in eastern Ukraine. The investigation was initiated in March 2025, after the founder Anna M., aged 40, attempted to obtain economic information from employees of French companies.
The connection to pro-Russia posters on the Arc de Triomphe was discovered later, when Vyacheslav P. was caught pasting posters and informed Anna M. about his action. Anna M. is accused of complicity in the destruction of a monument, espionage, and participation in a criminal association. Vyacheslav P. was detained for the destruction of a classified site, while Vincent P., 63, was charged with espionage. Bernard F., 58, was placed under judicial control.
