According to a study published by the non-governmental organization Transport & Environment, the market share of new electric vehicles in Europe could reach only 85% by 2035, following the relaxation of EU requirements regarding the exclusive sale of electric vehicles.

The European Commission has proposed abandoning the objective of a 100% reduction in CO2 emissions, in favor of a 90% reduction, allowing the sale of various types of vehicles, provided that the 10% difference is compensated by alternative fuels and low-carbon oil. This flexibility could lead to an increase in CO2 emissions by 720 million tons between 2025 and 2050. Additionally, uncertainty in electric vehicle sales could vary significantly, and proposals for flexibility, such as credits for alternative fuels, are considered harmful.
