The Kremlin has stated that American intelligence services signal whether they believe that Russian President Vladimir Putin intends to conquer the entire Ukraine and territories from the former Soviet bloc. The Kremlin's spokesperson, Dmitry Peskov, emphasized that, although he cannot verify the credibility of American sources, their conclusions are erroneous. Since the invasion of Ukraine in February 2022, Russia has controlled about one-fifth of the country, and European and Ukrainian leaders have accused Russia of extensive territorial ambitions.

Putin has not explicitly stated that he wants to conquer the entire Ukraine, but he has mentioned that Russian forces will take over more territories if Kiev does not accept the cession of the Donbas region. The Kremlin also considers NATO's expansion a threat and asserts that Russia does not want a war with Europe, but will react if provoked.
