Federal Judge Karin Immergut, appointed by Trump, ruled that the Trump administration cannot permanently deploy troops in Portland, Oregon, marking the first time such an action has been blocked. The decision came after Trump attempted to mobilize the National Guard from Oregon, as well as troops from California and Texas. In her 106-page ruling, Immergut stated that there is no rebellion or danger of rebellion to justify the deployment of troops. She also emphasized that Trump violated the 10th Amendment of the Constitution, which grants states powers not explicitly assigned to the federal government. The judge left open the possibility for a higher court to establish standards for deploying military personnel in American cities. In Oregon, there have been conflicting narratives between local officials and the Trump administration regarding the situation on the ground, with local officials stating that violence is limited and managed by the Portland police. City Attorney Caroline Turco highlighted that this case reflects the struggle between constitutional law and martial law.
