The European Commission is working on a 'early reception' plan for Ukraine in the European Union, considering that the Ukrainian president, Volodymyr Zelensky, might be willing to cede territories to Russia as part of a peace agreement. Although Ukraine would not benefit from all voting rights as a member state, this plan has raised concerns among European capitals.


Brussels intends to amend the rules from 1993 to allow Ukraine a faster integration, which could accelerate peace negotiations. Ursula von der Leyen emphasized that Ukraine's accession is essential for its security and prosperity. The plan provides for limited decision-making power for Ukraine, but gradual access to the single market and subsidies.
