Kaja Kallas, the head of the European Union's foreign policy, stated that the bloc will assess the possibility of taking measures against Israel, after Spain reiterated calls to suspend a cooperation agreement. The foreign ministers of the 27 EU member states will meet on Tuesday in Luxembourg to discuss this issue, following a request from Spanish Prime Minister Pedro Sanchez. Attitudes towards Israel have hardened due to its behavior in the Gaza war, as well as the invasion of Lebanon and the new law regarding the death penalty for Palestinians.

Although the EU has proposed measures to sanction Israel, such as suspending trade relations, sufficient support from member states has not yet been obtained. A complete suspension of the cooperation agreement requires unanimity, but a more feasible option would be the suspension of the trade part, which requires a qualified majority. Kallas emphasized that an assessment of the willingness of member states to act to exert pressure on Israel is necessary. The recent change of power in Hungary could influence the adoption of measures, but these could be delayed until the formation of the new government.
