Kaja Kallas, head of the EU diplomacy, stated that any peace plan for Ukraine must have the support of Ukrainians and Europeans to be effective. She made the comments upon arriving at the EU Foreign Ministers' meeting, emphasizing that a fair and lasting peace is essential. Kallas reacted to a new American peace plan that would require Ukraine to cede territory and reduce its army, stating that "peace cannot be a capitulation."

The French Foreign Minister, Jean-Noel Barrot, supported the same idea, insisting on the need for a just and lasting peace, accompanied by guarantees against Russian aggression. The Polish minister Radoslaw Sikorski also highlighted the importance of consulting Europe regarding peace efforts, stating that Ukraine should not be restricted in its defense capabilities. A Ukrainian official denounced the American proposals as equivalent to capitulation, highlighting the demands for recognition of the annexation of Crimea and the reduction of the Ukrainian army.
