Telegram has denied the accusations of the Russian Minister of Digital Development, Maksut Shadaiev, claiming that foreign intelligence services have access to the messages of Russian soldiers in Ukraine.

These statements come in the context where Russian authorities, through Roskomnadzor, have imposed restrictions on the application, citing reasons such as the failure to delete 'extremist' content. Telegram argues that these restrictions are an attempt to promote a new state messaging application, MAX, which could be used for surveillance. Although Telegram has been criticized by Western governments for facilitating disinformation, millions of Russians continue to use it for communication and news. Despite the campaign against it, Telegram remains an important source of information in Russia, replacing traditional media.
