Bessent emphasized that, although IEEPA provides the president with the greatest negotiating power, there are also other legal options, such as Section 232 and Section 301, which allow for the imposition of tariffs for national security reasons and to combat unfair trade practices. Bessent also mentioned the progress in relations with China, highlighting the mutual respect demonstrated following the recent meeting between Trump and Xi Jinping. Two state visits are planned for 2026, one in Beijing and the other in the U.S.
