Russia intends to ban foreign artificial intelligence tools, such as ChatGPT and Claude, if they do not comply with the new data control regulations. This initiative is part of a broader plan to create a 'sovereign internet', aimed at protecting citizens from external manipulations and discriminatory algorithms. The Russian Ministry of Digital Development argues that these measures are essential for national security. According to the new bill, all AI technologies developed outside of Russia will have to store Russian users' data on the country's territory for at least three years. The regulations will come into effect next year, and foreign companies that do not comply with these requirements could be restricted, affecting public access to advanced artificial intelligence solutions. This move could favor the development of local AI solutions, such as those from Sberbank or Yandex.
