Russia sends back the proposal for an international administration in Ukraine, put forward by Putin, before the US-mediated Russian-Ukrainian negotiations.

Russia has revived an initial proposal by President Vladimir Putin, suggesting placing Ukraine under an international administration led by the UN. Russian Deputy Foreign Minister, Mikhail Galuzin, stated that Russia is open to discussions with the US, Europe, and other countries to implement this idea, arguing that it would facilitate the conduct of democratic elections and the formation of a legitimate government in Ukraine.

This position reflects Russia's view of Ukraine as a dysfunctional state, led by an illegitimate president, Volodymyr Zelensky, whose elections are suspended due to martial law. Zelensky has called for a ceasefire of at least two months before organizing elections, while Russia warns that such a ceasefire would allow Ukraine to regroup its forces. Although transitional international administrations have been implemented in other states after conflicts, Ukraine currently has functional institutions.
